FIFA has recommended AIFF to have 25 percent eminent player representation in its executive committee as co-opted members instead of the 50 percent stipulated in the draft constitution by CoA. Supreme Court-appointed Committee of Administrators had sent the final draft constitution to FIFA on July 13. The Supreme Court is likely to finalise the constitution during its hearing on July 28.

All but one of the 36 states affiliated to all India football Federation have written to the Supreme Court that they want the Indian Super League to remain the country's top league. The states contend that asking AIFF to run the country’s apex men’s league breaches the 15-year master rights agreement signed in 2010. A roadmap on structural reforms too was agreed upon by which I-League champions of 2022-23 would be eligible to play in ISL without paying franchise fees.
